About the permission
A permit, called a concession, is required for laying pipelines for the transport of crude oil or crude oil products, or of another fluid or gas (not natural gas) intended for use as fuel. As of 2013, this law also applies to the transport of carbon dioxide for sequestration.
An application for such a concession must be sent to the Swedish Energy Markets Inspectorate (Ei), but it is the Swedish Government that decides to grant the concession or not. A company applying for this kind of concession must also pay an application fee to Ei, which varies depending on the length of the pipeline that is the subject of the application. The period of validity for a concession is a maximum of 40 years.
A concession is not required for pipelines that:
Have or are intended to have a length of no more than 20 kilometers.
Are primarily to be used to satisfy the needs of individual households.
Or will be used solely in ports or industrial areas.
When the concession expires, and there is no intention to extend the concession, the holder is required to remove the pipeline and possibly also take restoration measures. Ei reviews and determines what restoration measures must be taken and this review must be carried out in conjunction with the concession expiring.
